Facts: Beneath the town hall lay the dreaded “Whipping Chamber” and damp holding cells where the detained were crammed awaiting judgement. The oldest section was designed by Nicodemus Tessin the Elder and completed in 1672. Gunnar Asplund's famous 1936 extension was deliberately shaped with soft forms and daylight to give the accused “hope” rather than only fear.
